Southern Flow teamed up with Frizell construction to provide a full SCADA upgrade for the City of Kingsport, TN water water treatment plant and their collection system.
SFI provided full backplane replacements for 11 control panels at the WWTP as well as brand new Remote Telemetry Units (RTU) at 94 collection sites around the city. Allen-Bradley CompactLogix PLCs were used in all control panels at the WWTP and a fiber ring was implemented that allowed the PLCs to communicate with a new redundant VTScada application dedicated to in- plant control and monitoring. All collection site RTUs also utilized Allen-Bradley CompactLogix PLCs and reported back to a dedicated redundant VTScada application via cellular modems using the DNP3 protocol. The WWTP panels were taken off-line one at a time and created very minimal interruption to plant operations. This was due in large part to the detailed effort of SFI engineers on the front end of the project documenting all field wires and analyzing existing programing for control logic. The PLC programs were all converted to RSLogix5000 from the existing RSLogix500 architecture. The collection sites were brought on-line in phases. SFI and Frizell were able to beat the substantial completion deadline by coordinating closely and executing a well thought out schedule.
